Jim’s record shows a consistent approach to city spending: understand the full cost, establish the need, compare alternatives, and make sure taxpayers receive value. Fiscal responsibility is not automatically voting no. It is doing the work before voting yes.

Competitive Quotes and Better Documentation

March 27, 2023. During review of replacement City Hall parking-lot lights, Jim asked whether multiple estimates had been obtained and why the supporting quotes were not included in the council packet. He argued that the city should seek greater competitive comparison when taxpayer dollars are involved.

Verify the Need Before Replacing Equipment

At the same meeting, Jim sought additional information before disposing of an older city trailer and before approving replacement equipment. Staff explained the trailer had frame cracks and was no longer suitable for certification. The example illustrates his approach: verify the condition and need rather than assume replacement is justified.

Protecting the City in Agreements

August 7, 2023. During consideration of a Payment in Lieu of Taxes agreement, Jim questioned default provisions, assessments, interest, penalties, and whether the city retained adequate recourse if the other party failed to perform.

June–August 2024. After the city assumed management of the Ice Arena, Jim pulled multiple operating items for discussion and asked about staffing, software, security, utilities, trash service, and whether some costs had been understood when the management change was first considered.

January–February 2025. When the city considered changing how union negotiations were handled, Jim asked about the historic process, staff experience, comparable cities, and the amount of time available before the agreement expired. Council delayed the decision while more information and comparable pricing were gathered.
